I have Cyber Acoustics 5150 5.1 speakers. They were about $60 when I bought them (a few years ago, they're cheaper now). Sound quality is pretty good... and they're 100W which is enough to keep up with my electric guitar at deafening volume without the sound breaking up. (In a small room).
Some good points - separate volume adjustment for sub-woofer, one of the front satellites has a convenient on/off switch, volume control, and a fader for front/rear balance.
Not suggesting you buy the same, I'm just posting for reference - with that budget, you should be able to get:
a) similar sound quality and power output for much less than your budget, or
b) superior sound quality with a similar power output within your budget, or
c) exceptional sound quality but lower power output within your budget.
